Getting Legendaries is apparently not going to be easy.

According to Developers from Niantic, (including Archit Bhargava, global marketing lead for Niantic), it is not going to be easy to obtain legendaries from tomorrow's GoFest event.
The GAME_MASTER file was updated today and it finally contains new Base Capture Rates and Buddy Distances for Legendary Pokemon. You can download the latest decoded GAME_MASTER here.

The whole change log lists more than 400 changes, mostly in regards to item sorting.
The interesting part is as follows (bold shows what was changed in this update):
“It’s not going to be easy. It’s not. It’s going to completely depend on how the day progresses,” said Bhargava. “During the challenge windows, I’ll be trying to catch as many Pokemon as possible, and I’ll be sending word to all my friends who are not in Chicago to do the same.”Niantic will be monitoring catches throughout the day and updating the community, he said.
For a rare and extremely powerful legendary Pokemon to make an appearance in Grant Park, Pokemon Go users around the world will have to catch a certain number of Pokemon throughout the day. If users meet that goal, which Niantic hasn’t made public, Pokemon Go Fest attendees will then have the opportunity to battle the legendary monster during the event.If they defeat it, players everywhere will eventually start seeing the Pokemon pop up in raids, a new collaborative battling feature Niantic added in June.
“We’ll have to see how it plays out,” Bhargava said. “It’s a first for us.”
And this is exactly what mindset I have going into PokeFest tomorrow. It's either going to be a shit show or a complete blast. But either way I'm extremely eager to see.
